Background
SoCha is contracted to provide technical and advisory services to the United States Agency for International Development (USAID) in the Democratic Republic of Congo (USAID/DRC) and the CAR (Central African Republic) on the 5-year Mission Strategic Support Program (MSSP). MSSP works to strengthen Mission strategic monitoring, evaluation, and learning (MEL) systems; manage high quality data; provide geointelligence; produce rigorous analyses that inform decision making; institutionalize collaborating, learning, and adapting (CLA) practices; expand localization through targeted and deliberate capacity building; generate action-oriented data visualizations and communications; and provide Mission personnel with third-party monitoring in areas they cannot access.
MSSP intends to have a pool of consultants as support in the execution of services related to its objectives. Given its workload and the necessity to meet deadlines for ongoing tasks, SoCha is seeking young Congolese MEL officers who are familiar with USAID's MEL methodologies and practices. The selected MEL officers will have the opportunity to join the MSSP team on an as-needed basis for short-term assignments.
Schedule and location
The duration of the assignment will be determined based on specific needs. The ShortTerm Technical Assistant (STTA) consultant will be based in Kinshasa and will report to the Senior MEL Officer. The STTA consultant will provide support for Monitoring, Evaluation, and Learning initiatives for the USAID/DRC Mission.
Tasks
The STTA will assist MSSP technical team as part of the following tasks:
- Primary and secondary data collection
- Data analysis
- Performance and context indicator tracking
- Data management and visualization
- Reporting
- Other related tasks as assigned by the supervisor.
Expected deliverables
- Specific deliverables outlined in the Purchase Order.
- Monthly reports and completion reports for the Purchase Order.
Required qualifications
- A Master's degree or equivalent (BAC+5) at least in statistics, project planning and management, or any other equivalent diploma;
- Nationality of the DRC and currently living in the DRC;
- An age between 20 and 35 years old;
- Experience in services provided by MSSP to USAID;
- Good ability to use IT tools, especially Microsoft Office 365, Google Workspace;
- Good writing and communication skills in French;
- A minimum ability to communicate in English (listening, speaking and writing) is necessary;
- A proven ability to respond quickly to new emerging tasks.

Agreements
Agreements under this STTA opportunity are subject to and will be governed by SoCha/MSSP’s standard terms and conditions. A copy of the full terms and conditions is available upon request. Please note the following terms and conditions will apply:
- Make sure that your proposed minimum rates are fully burdened daily rates in US dollars and are inclusive of any applicable taxes, overhead and fees. (Material expenses such as travel and per diem will be negotiated at the time of issuing a purchase order.) One day equals 8 hours.
- Any agreement resulting from this STTA opportunity will be in the form of an Umbrella Agreement/Blanket Purchase Agreement (BPA). For any BPA that is awarded, an ordering document (Purchase Order) will be issued to the consultant – on an as needed basis – at the pricing level/fully burdened fixed daily rate in U.S. Dollars established in the BPA.
- SoCha’s standard payment terms are net 30 days after receipt and acceptance of any deliverables. When the total number of LOE days are decided and approved by SoCha/MSSP for a purchase order, payments will be split and tied to deliverables and milestones. Consultant’s invoices shall be paid out after receipt and approval of deliverables and milestones.
- When the need arises for the services described in the BPA, the SoCha HR Unit will issue a purchase order to the BPA-holder. If, for the sake of managing competing demands, SoCha signs a BPA for this consultancy with multiple consultants, the purchase order will be issued to the BPA-holder that presents the best value, based on price, availability, and delivery time. Any BPA issued as a result of this STTA opportunity will have a minimum duration of at least 12 months.
